New Mexico Farmers’ Marketing Association Grant Programs, 2006
The New Mexico Farmers’ Marketing Association has funding available for member farmers’ and growers’ markets for promotion, to assist new markets get started and for the building of capacity for established markets. Please read the Grant Guidelines and submit the required applications.

1. Promotional Funds Grants:
These grants can be used for any kind of promotion, outreach and marketing. Funds for this program come from the New Mexico Department of Agriculture (NMDA) and the New Mexico Economic Development Department. This funding is not competitive.

Guidelines for Promotional Funding, 2006

Grant Size: A base of $300 is available, with subsequent funding dependant upon the peak number of farmers. (See "Estimating your Promotional Dollars" information.)

Purpose of Grants: This funding can be used for any kind of promotion, outreach and marketing. Funds for this program come from the New Mexico Department of Agriculture (NMDA) and the New Mexico Economic Development Department (NMEDD). This funding is not competitive.

Eligibility: To be eligible for Promotional Funding grant, markets must:
• Be members in good standing of the New Mexico Farmers' Marketing Association
• Complete the "Estimating your Promotional Dollars Application"
• Comply with the required logos as shown on "How to Get Reimbursed for Promotional Expenses"
• Comply with procedures showing invoice, proof of payment and tear sheets or other proof of expenditures with logos as detailed in "How to Get Reimbursed for Promotional Expenses" information

2. New Market Grants:
These grants are available to markets in their first and second years of operation only, and are intended to assist with the start-up costs of opening a market. Up to $500 is available for first year markets, and up to $1000 for second year markets.

Guidelines for New Market Grants, 2006

Grant Size: Up to $500 is available for first year markets, and up to $1,000 for second year markets.

Purpose of Grants: To encourage the creation of new farmers' markets in New Mexico, and to provide financial assistance to ensure the success of these markets.

Eligibility: To be eligible for a New Market grant, markets must:
• Be members of the New Mexico Farmers' Marketing Association;
• Demonstrate that they are a bona fide farmers' market, in accordance with our definition;
• Be in their first or second year of operation as a market;
• Participate in market manager training provided by the NMFMA (at the spring New Market Manager training and/or the NMFMA winter conference).
Complete a New Market Grant Application, including submitting an organizational budget and a marketing plan (assistance is available from NMFMA staff).
• We will not offer New Market grants to two markets opening in the same geographic area in the same year, as we consider this to be a waste of resources.

1. Capacity-Building Grants:
These competitive grants are intended to strengthen established farmers’ markets in New Mexico in their third or subsequent year of operation by building the capacity and sustainability of market organizations. With the help of these grants, markets can move towards increased self-sufficiency. Up to $2000 is available for qualifying members for the 2006 market season. This money comes to us through the New Mexico Department of Agriculture.
To apply for a Capacity building grant, please read the “Guidelines for Farmers’ Markets’ Capacity Building Grants 2006” and complete the form “Application for Capacity Building Grants.”

Requirements for Receiving Grant funding from the NMFMA

1. Membership in the New Mexico Farmers' Marketing Association.

2. Information about your market (day, time, location, and contact).

3. Estimating your Promotional Dollars form

4. Capacity Building Grants application

5. Submit a Marketing Plan.

6. Markets are required to provide information about customers, vendors and gross sales to the New Mexico Farmers’ Marketing Association using the 2006 Market Data Form.

7. Market representatives are required to attend at least one New Mexico Farmers’ Marketing Association meeting during the year.

Guidelines for Farmers’ Markets Capacity-Building Grants, 2006
New Mexico Farmers’ Marketing Association
Grant Size $2000 maximum is available to qualifying farmers’ markets in New Mexico to help with strengthening local market organizations.
EligibilityXXXX Farmers’ Markets must be members of the New Mexico Farmers' Marketing Association; must demonstrate that they are a bona fide farmers' market in accordance with our Definition; be in their third or subsequent year of operation as a market; complete a grant application, including an organizational budget and a marketing plan.

Purpose of Grants

These grants are intended to strengthen local farmers’ markets in New Mexico, by building the capacity and sustainability of market organizations. These grants are awarded on a competitive basis in order to encourage farmers markets to strive to improve their markets, and to leverage resources within their own communities. The funds shall be used for one or more of the following:
1. Stipends to market staff for activities related to managing the market, including coordination of the WIC FMNP; marketing; on-site management; financial management; coordinating volunteers; putting on special events; fund-raising; public relations/marketing; soliciting business sponsorships; and grower recruitment. 2. Covering the expense of sending market staff/volunteers to training, workshops, or conference related to farmers’ markets, or to acquire the skills needed to run markets. 3. Purchase of equipment or supplies needed to run the markets, such as computer equipment, office supplies, tents, signs, information booths, storage sheds. 4. Market operating expenses such as phone, postage and travel. 5. Securing professional services such as accounting or bookkeeping.
These grants shall not be used for market promotion, as other funds are available for this purpose.
In cases where the market is run by a city or other agency, funds cannot be used to cover overhead fees charged by such an organization.
We recognize that sometimes circumstances change during the course of the season – if you have to significantly modify your work plan in mid-season, please call or write us to let us know.
Selection: A Grants Committee of the New Mexico Farmers' Marketing Association will select the best proposals, and determine the level of funding to be allocated. Since available funds are limited, the Grants Committee will make an effort to rotate funding between markets from year to year, so that all markets with adequate proposals receive funding at some point. The committee will rank proposals according to the following criteria:
   
How to Apply

1. Please complete the attached application and mail to us by June 1, 2006.

2. Develop a marketing plan for the 2006 season.

3. Mail the application to us at NMFMA, 320 Aztec Street, Santa Fe, NM 87501.

We will notify you that we have received and approved your application.
How to get the Money

Option 1: The market pays the expenses covered by the grant out of its own funds, and we reimburse you later. (Preferred option!)

Option 2: This option is for those markets that do not have the cash flow to cover expenses out-of-pocket. If you wish to use this option, please let us know on the application form, and we will discuss with you the best way for us to pay your expenses.

At the end of the season, or once you have spent your awarded grant money, please send us:
A packet of invoices, with proofs of payment by the market (for example, canceled checks, invoices stamped “paid” or a copy of the front of the check, and the bank statement that indicates it has cleared). Once we have received the packet of invoices we will reimburse the market for these expenses.
In the case of a stipend, the individual needs to make out an invoice for the time he/she worked, detailing dates and hours worked, and activities conducted. The recipient must also send their name, mailing address and social security number (in the event that we need to send them a 1099 tax form). Stipend invoices should be signed by the market manager, before sending.
A list of all the expenses you are asking us to cover, on a separate sheet of paper, with the total.

Deadline for submitting invoices for expenses incurred after Nov 15, 2004, and which have been approved by the NMFMA.
Requirements

We will determine whether your market has met all the requirements listed on the “NMFMA Grants Programs 2006” sheet, and will contact you if we are missing any material. Markets will be ineligible for future funding if they are found to have missused the funds given by the NMFMA, or if they have not submitted appropriate paperwork and proof of how the funds were used. This will be at the discretion of the Grants Committee.

FARM AID'S PSA PACKAGE TO PROMOTE FARMERS' MARKETS

Here is an ad done by Willie Nelson to promote farmers' markets. Feel free to send this ad to your local radio stations, in order to promote your local market.

Dear Farmers Markets Leaders:
Farm Aid is circulating today to radio stations the attached materials as part of our spring campaign to promote farmers markets.

The attached materials include:
1. A Pitch Letter to public service directors about the campaign.
2. Live radio Announcer Scripts that include 60-, 30- and 15-second PSAs.
3. A 60-sec MP3 radio spot with Willie Nelson urging people to support farmers markets. To download this Sound File right click and use: Save Link Target as

This package is being circulated to radio station in the top 30 media markets around the country. Our distribution list does not include the smaller markets - many of which are in areas that have thriving local farmers markets and might be inclined to air the PSAs.

To ensure wide participation of radio stations, and those in the smaller markets, we encourage you to forward this package to the stations in your area and follow-up with them to ask them to air it. When you call local stations, include information about your local markets and organization so that DJs incorporate that information in their live reads.
